elvah report: German charging market continues to grow despite political uncertainty

The recently published elvah Report I.2025 shows that the public charging market for electric vehicles in Germany continues to grow – despite political uncertainty and declining new registrations of fully electric vehicles.

In the first half of 2025, the amount of energy charged rose to 689 GWh with almost 29 million charging sessions – an increase of 16% compared to the second half of 2024. The number of active charging points also grew by 21% to over 211,000. This solidifies public charging as a central pillar of electromobility.

Regionally, Berlin, Bremen, and Hesse are driving growth with 19 to 21%, while Hamburg remains the leader in per capita charging sessions. North Rhine-Westphalia remains the largest single market, while Thuringia, Saxony, and Saarland record the lowest growth.

In the fast-charging segment, EnBW leads the market, followed by Ionity and Aral Pulse. Fastned and Ionity are making particularly good use of their infrastructure. Municipal utilities and, increasingly, aggregators such as Vaylens and Ladeverbund+ dominate the AC sector.

Competition among operators is growing, as many locations are underutilized. Flexible tariffs and dynamic pricing models are therefore becoming increasingly important to ensure economic profitability.

A similar picture emerges internationally: Belgium (+45%) and the Netherlands (+41%) report sharp increases in charging activity. Experts such as Sebastian Henßler and Christian Wagener emphasize the influence of government control, regional organization, and strong partnerships as success factors.

The market will continue to be defined by prices, location quality, and branding in 2025. The new elvah Market Monitor will provide a data-based tool that maps market developments monthly down to the district level.
